Corruption has demoralized the city's people. Kickbacks
fatten the coffers of politicians. Police and judges bent on a law and order mentality have imposed a totalitarian rule over the population while turning a blind eye to interests willing to slip a few bucks their way. Ruthless business practices have transformed a once-prosperous and healthy city into a decaying shadow of its former self. The rich have become richer at the expense of everyone else. Little separates legitimate business and political activities from organized crime. |
